Ill-advised methods, we think, based upon insufficient knowledge and insufficiently prolonged experience,- methods which needlessly override the Constitutional rights of women,- are being forced upon the country and practiced upon the poorer class of young women, particularly; such methods are sure to breed social unrest in a free country, especially on the part of parents and guardians of the young women.

Dr. Katharine Bushnell sent this letter to the U.S. Public Health Service expressing her outrage at the treatment of young women in the Army’s crusade to end venereal disease.
