The original instructions under which the military are acting do not direct the use of force, but the Indian Agent without definite authority has requested the use of force which in some cases has been Judiciously used.
There are five hundred (500) who cannot be removed without force, sustained as they are by local influences.

This telegram requesting permission to use force to remove the Winnebago, admits that orders haven’t been followed and that force has already been used against Winnebago who resisted removal.
